Computational functionalism [5] fails to understand the embodied and situated nature of behaviour by taking steady state functions as theoretical primitives, and by interpreting cognitive behaviour from a language-like, observer dependant framework without a naturalized normativity. Evolutionary functionalism [28, 27], on the other hand, by grounding functional normativity on historical processes fails to give an account of normative functionality based on the present causal mechanism producing behaviour. We propose an alternative autonomous dynamical framework where functionality is defined as contribution to (...) self-maintenance [15, 10, 35] and normativity as satisfaction of closure criteria. We develop this framework by a set of formal definitions in the framework of dynamical system theory and propose the hypothesis of an homeostatic-plasticity [31, 40] based general purpose value system as an internalized normative mechanism that selects between internal state trajectories to produce adaptive functionality under different environmental conditions. To test the hypothesis we develop a simulation model where lower level specifications of a control arquitecture (an homeostatic plastic DRNN) give rise (through a simulated evolutionary process) to adaptive behaviour in a foraging task where food sources can be poisonous or profitable. Analysis of the evolved agent show that plastic changes occur when the agent produces salient adaptive interactions, those plastic changes determining the adaptive strategy. The embodied and interactive adaptive functionality is dynamically analysed, illustrating the autonomous dynamical framework. (shrink)

A principal source of interest in behavioral economics has been its advertised contributions to policies aimed at ‘nudging’ people away from allegedly natural but self-defeating behavior toward patterns of response thought more likely to improve their welfare. This has occasioned controversies among economists and philosophers around the normative limits of paternalism, especially by technical policy advisors. One recent suggestion has been that ‘boosting,’ in which interventions aim to enhance people’s general cognitive skills and representational repertoires instead of manipulating their choice (...) environments behind their backs, avoids the main normative challenges. A limitation in most of this literature is that it has focused on relatively sweeping policy recommendations and consequently on strong polar alternatives of general paternalism and strict laissez faire. We review a real instance, drawn from a consulting project we conducted for an investment bank, of a proposed intervention that is more typical of the kind that economists are more often actually called upon to offer. In this example, the sophistication of current tools for preference attribution, combined with philosophical externalism about the semantics of preferences that makes it less plausible to attribute their literal self-conscious representation to people as propositional attitude content becomes more tightly refined, blocks applicability of the distinction between nudging and boosting. This seems to call for irreducible, context-specific ethical judgment in assessing the appropriateness of the forms of paternalism that economists must actually wrestle with in going about their everyday business. Much behavioral welfare economics assumes that expected utility theory does not accurately describe most human choice under risk. A substantial literature instead evaluates welfare consequences by taking cumulative prospect theory as the natural default alternative, at least where description is concerned. We present evidence, based on a review of previous literature and new experimental data, that the most empirically adequate hypothesis about human choice under risk is that it is heterogeneous, and that where EUT does not apply, more choice is (...) characterized by rank-dependent utility models than by CPT. Most of the apparently loss-averse choice behavior results from probability weighting rather than from direct disutility experienced when an outcome is framed as a loss against an idiosyncratic reference point. We then consider implications of this finding for methodological debates about how to model welfare effects of policies, and argue that abandonment of a dogmatic belief in CPT as the correct theory of risk human choice exposes a conceptual error that is widespread in behavioral welfare economics. We provide concluding reflections on second-order, philosophical issues around the grounding of normative commitments in policy-focused economics. (shrink)

Within the last five years, a number of specific growth factors have been localized in developing lesions of atherosclerosis. This localization of growth factors that is not observed in normal vessels, together with the pleotrophic activities of growth factors, have suggested a role for growth factors in atherosclerotic lesion progression. However, based on in vitro studies, many of the growth factors identified in lesions have overlapping target cells and are derived from the same cellular sources. What is the relative role (...) of the specific growth factors identified? How is the their activity altered by the local conditions in the vessel wall? How do different risk factors for atherosclerosis alter the balance between growth factors and their natural regulators? Evidence for the involvement of specific growth factors in the progression of lesions of atherosclerosis is discussed, as well as the multiple levels at which the activities of these growth factors may be regulated by the vessel wall. Background: The American Medical Association, the British Medical Association and the Canadian Medical Association have guidelines that specifically discourage physicians from self-prescribing or prescribing to family members, but only the BMA addresses informal prescription requests between colleagues. Objective: To examine the practices of paediatric providers regarding self-prescribing, curbsiding colleagues, and prescribing and refusing to prescribe to friends and family. Methods: 1086 paediatricians listed from the American Academy of Paediatrics 2007 web-based directory were surveyed. Results: 44% of eligible survey respondents returned (...) usable surveys. Almost half of respondents had prescribed for themselves. An equal number had informally requested a prescription from a colleague. Three-quarters stated they had been asked to prescribe a prescription drug for a first-degree or second-degree relative, and 51% had been asked by their spouse. Eighty-six per cent stated that they had refused to write a prescription on at least one occasion for a friend or family member. The following reasons “strongly influenced” their decision to refuse a prescription request: outside of provider’s expertise ; patient’s need for his or her own physician ; not medically indicated ; need for a physical examination. Conclusion: These data confirm that most physicians have engaged in self-prescribing or curbside requests for prescriptions. It can be argued that curbsiding is more morally problematic than self-prescribing because it implicates a third party, and should be discouraged regardless of whether the requester is a colleague, family member or friend. This research systematically evaluates via prototype analysis how conceptualizations of Western adult's monotheistic God are structured. Over 4 studies, using U.S. student and community samples of predominantly Christians, features of God are identified, feature centrality is documented, and centrality influence on cognition is evaluated. Studies 1 and 2 produced considerable overlap in feature frequency and centrality ratings across the samples, with “God is love” being the most frequently listed central feature. In Studies 3 (choice latency) and 4 (recall and recognition (...) memory), the centrality of features influenced cognitive processes: central features were more quickly identified as features of God than peripheral features; were correctly recognized more often; and central features were correctly recalled more often than peripheral features. Results indicated that participants meaningfully judged centrality and that centrality affected cognition. Thus, the two criteria necessary for demonstrating deity representations adhere to a prototype structure were met. Implications and future directions are discussed. (shrink)

The Right and the Good, a classic of twentieth-century philosophy by the eminent scholar Sir David Ross, is now presented in a new edition with a substantial introduction by Philip Stratton-Lake, a leading expert on Ross. Ross's book is the pinnacle of ethical intuitionism, which was the dominant moral theory in British philosophy for much of the nineteenth and early twentieth century. This is the third of five chapters on good, and inquires into what kinds of things are intrinsically good. The first thing claimed as intrinsically good is virtuous disposition and action; the second is pleasure in itself. These two approaches are briefly analysed, with the goodness or badness of pleasure given particular attention. Ross concludes that four things can be seen to be intrinsically good—virtue, pleasure, the allocation of pleasure to the virtuous, and knowledge. According to color subjectivism, colors are mental properties, processes, or events of visual experiences of color. I first lay out an argument for subjectivism founded on claims from visual science and show that it also relies on a philosophical assumption. I then argue that subjectivism is untenable because this view cannot provide a plausible account of color perception. I describe three versions of subjectivism, each of which combines subjectivism with a theory of perception, namely sense datum theory, adverbialism, and the (...) virtual color proposal, and argue that each version faces serious objections. Considering these three theories of perception to be exhaustive of those available to the subjectivist, I conclude that subjectivism is untenable and that the scientifically motivated argument for this view is unsound. I then offer the diagnosis that the philosophical assumption on which this argument relies is mistaken. (shrink)

This is the second of five chapters on good, and starts by making the point that it is around the question of the intrinsically good that the chief controversies about the nature of goodness or value revolve, for most theories of value may be divided into those that treat it as a quality and those that treat it as a relation between that which has value and something else ; Ross says that it seems clear that any view that (...) treats goodness as a relation between that which is good and something else denies that anything is intrinsically good. The chapter first discusses R. B. Perry's relational view of value—in the sense of good, and other theories that also identify goodness with some relation, either as a relation between that which is good and some or all of its elements, or as a relation between some or all of its elements, or as a relation between it or some or all of its elements and something else. Next, the psychological theories of good are discussed; these, as a rule, hold that a thing being good means either that some person or persons have some feelings towards it, or some person or persons think it to be good; this is an objective view of good. The rest of the chapter looks at both R. B. Perry's and G. E. Moore's arguments on these theories, at Ross's own views, at badness as incompatible with goodness or as an element of a good thing, at W. M. Urban's work on the question of values, and at B. Croce's arguments on value judgements. Ross concludes that the arguments in favour of thinking of value as an objective are no more successful than those in favour of treating it as a relation, and presents a lengthy validation of his conclusion, based largely on discussion of beauty and goodness. This first chapter of Ross's book is devoted to an inquiry into the meaning of right. The interest throughout is ethical, with value only being discussed as far as it seems relevant. The first aspect addressed is the ambiguity inherent in any definition of the meaning of right. G. E. Moore's three definitions of a horse are discussed: these may be designated the arbitrary verbal definition, the verbal definition proper, and the definition that involves the sense of being reduced (...) to elements simpler than itself. These three types of definition are applied to the subsequent discussion of the meaning of right, which includes looking at the difference between right and duty, at moral goodness, at the reduction of right to elements simpler than itself, at right definable as productive of a certain outcome, at ethical principles, at hedonistic utilitarianism, and at the sociological school. One of the biggest challenges facing modern societies is how to monitor one’s intelligence community while maintaining the necessary level of secrecy. Indeed, while some secrecy is needed for mission success, too much has allowed significant abuse. Moreover, extending this secrecy to democratic oversight actors only creates another layer of unobserved actors and removes the public scrutiny that keeps their power and decision-making in check. This article will therefore argue for a new type of oversight through a specialised ethical whistleblowing (...) framework. This includes, first, outlining what intelligence wrongdoings justify whistleblowing; second, whether whistleblowing is the correct remedy – something not necessarily clear with intelligence; and finally, what form the whistleblowing should take. This framework will examine the Snowden case to determine whether he was correct leaking intelligence data and whether the means were appropriate, and second, whether those involved in the Central Intelligence... This is the fourth of five chapters on good, and looks at the question of whether goods are commensurable—measurable in degrees. As a preliminary, the question is asked as to whether pleasures are commensurable, and as a preliminary to that question, whether pleasures are comparable, and whether one pleasure can be said to be greater or more pleasant than another. The chapter examines two of three aspects of degrees of goodness: the commensuration of pleasures against one another; and the commensuration (...) of different states of knowledge against one another, including the dependence of the value of a state of knowledge on the nature of the state of mind, and the value of a state of opinion ; the third aspect, the balancing of virtuous actions and dispositions against one another, is examined in the next chapter. The question is then addressed as to whether virtue, knowledge, and pleasure can be compared in value—measured against one another; here, evidence is put forward to support Ross's view that pleasure is inferior in value to virtue and knowledge.
